Consternation in the Kremlin--what can this possibly mean? They order their ambassador to meet with the Chief of Staff of the Czech military immediately. "Why are you doing this?" the Ambassador demands. "You're a lndlocked country!" The Chief of Staff shrugs. "Well, seeing as you guys have a Ministry of Culture..." An old joke from the days of the Soviet Bloc:
